why can't the army do this?

My son lost his father earlier this week he was a soldier BUT since he was in basic at the time i gave birth his name is not on B.C. We split and never really talked after that except by phone. but he did have him on his benefits form BUT army needs paternity testing before he gets them.so if they want it why cant they pay? They even moved him from Primary cause of this and I dont think its right if he had him down as it. Im currently preg and having to do this on my own is really stressing me out
Its not right when they say he is PNOK then turn and say he lost his place. They shouldn't tell you something unless they know it for a fact. No one even told me he was moved from PNOK I found out on a peice of paper! And doesn't it state DO NOT MAKE A STATEMENT UNLESS SURE OF THAT STATEMENT!
