why can't my friend's imac recognize a USB device?

my friend has an Imac and recently purchased a logitech dual action controller meant for Microsoft Windows / Mac on OS 9 & 10 however his computer cannot sense the USB when it is plugged in and cannot install the cd as the CD is smaller than average (mini disc) size what else can he do?
