Why can't media types understand the nuances of 'percentages'?

E.g., if someone or something is "at 50%" and has a 10% increase that means they have increased to 55% ((50 X 110%.) If they have a percentage increase of 10 points, they have gone to 60%. Very few in the media seem to get the difference. Small point, maybe, but why can't these "experts" get it right? Is it symbolic of a general ignorance within the media?
