Why can't I transfer apps from my iTunes to my iPhone 3GS?

Here's the deal. I bought an apple USB cable online and the seller said it was original. But I can't seem to sync apps from my iTunes to my iPhone. He said it has something to do with my iTunes settings. Help, please?
