Why can't I send files via bluetooth to my computer?

I have a Samsung Gravity and its bluetooth works perfectly with my laptop. I got a bluetooth dongle for my desktop computer and it worked with XP. Now I'm trying to install it on Windows 7 and it's a pain in the ass. I finally got to the point where everything says the correct drivers are installed and the phone says it's paired. Now comes the insanely frustrating part... I can only initiate connections/transfers through the computer. I can't simply send a picture from my phone, I have to actually get on the computer, right click on the bluetooth icon in the taskbar, click Receive File, and at the same time click Send Picture via Bluetooth on my phone. This is retarded and it wasn't like this on XP. How do I set Windows 7 to auto-accept incoming connections from a device that says it's paired? When I try to send from the phone it says Connection Failed! And when I search for the device to re-enter the pair code, it says it's already paired and I can't do anything. Help?
I've tried using the PC Studio by Samsung, but yet again it's just a crappy program that doesn't offer proper Windows 7 support... I'm very experienced with computers and I still can't get it to work on anything besides Windows XP.
 
Dont use the bluetooth at all, you should have got a usb cable with the Samsung phone so use that instead it's much easier.
You may have to go into the settings menu on the phone then phone settings, then usb settings and set it to mass storage device then it will show up as a drive in my computer, from there you can drag and drop files easily and way faster.
