Why can't I get to the download catalog on my t-mobile sidekick 2008?

I have the t-mobile sidekick 2008. Whenever I try to go to download catalog it says
"The download catalog will be avaliable once data service has been restored."
What does this mean? HELP!

Other Info:
I bought this phone used and switched the sim cards.
My old phone was the t-mobile samsung blast.
