Why can't I download ROMS to my computer for my HTC Touch Pro II?

I keep trying to download ROMS to my laptop, but when the dowload begins, it's just an image of a white sheet of paper and after the download is complete, when I try to open the file, my computer keeps asking me to locate the program that created it? Someone please help me with this??????
