Why cant i download Adobe Flash Player??

every time i go onto youtube it tells me to update my flash player but then when i download it it only downloads the Active X control i looked at the instructions for both mozilla and internet 7 but then the little icon for install flash player never pops up what should i do?? i need to use youtube thank you
