Why can't I connect regardless of client?

I'm a relative newbie here so be patient. I was using Limewire with no problems, downloaded some 60+ songs with very little trouble, then upgraded to Limewire 2.7.3 and haven't been able to connect since. Thinking it was a problem with LW I downloaded Shareaza and QtraxMax and experienced the same connection difficulties. I'm not behind a Firewall, nor am I at school. Only 56k modem and I'm using Windows XP home (I know, I know) but wasn't having any problems with it before LW 2.7.3. My telnet program says Gnutella OK. So my question is: Did I see something about the Gnutella protocol changing regarding connections? If so, could somebody explain this to me in a way that I might understand it? If not, why the sudden problem connecting to the network? I've let each client run for 30 minutes to 2 hours at a time with absolutely no connections, just a constantly changing list of IP addresses attempting to connect. Any help would be greatly appreciated.

Thanks,
Kit

Make sure you have disabled the Windows XP Internet Connection Firewall:
In Control Panel, double-click Networking and Internet Connections, and then click Network Connections.Right-click the connection on which you would like to disable ICF, and then click Properties. On the Advanced tab, click the box to clear the option to Protect my computer or network.
Hehe, took this from the BearShare FAQ

There's a possibility that your ISP is blocking gnutella. I'd say it's unlikely, given that your Telnet connected ok. But what can it hurt to call them? Took 3 calls in a week to get the answer from my ISP that they did start blocking. But now I know to start shopping for a new ISP...

ISP is blocking P2P network traffic. Guess I'll be shopping around. Thanks for the suggestions.

Here's their policy which (I'm ashamed to say) is on their website.
