why can't i connect my cellphone to my laptop through bluetooth?

hi everyone!

i have a little problem connecting my cellphone to my laptop.

here's the scenario: i have upgraded my os from vista to 7 ultimate. when i used to have vista, i was able to connect my cellphone & my laptop. but now, i'm using 7 ultimate, i can't connect my cellphone to my laptop or my laptop to my cellphone or other bluetooth devices but i can connect to internet with my wifi.
please help me & teach me.
