Why can't I advance in floors in dungeoneering? and what's better, Longbow Site,

or Tome of Frost? I'm level 40 in dungeoneering so I should be able to hit floor 20.. But I can't pass floor 18, 19 and up appear locked. I tried to prestige and figured that might do the trick, alas 18 is still the highest floor i can hit.
Will i have to complete all of those 18 floors again before I can hit 19 and up??

Can someone tell me which item would be best to obtain-
Longbow Site, It's 10,000 tokens and will add 100 to my range while the Tome of Frost is a shattering 43,000 tokens but also acts as infinite water runes in the off-hand slot, so i figure an air staff with the tome of frost and some death runes would be great for mage. But the longbow site only 25% the cost and adds a pretty damn big bonus to my range, does anyone know if i can remove the longbow site once i put it on?

Any info on why i cant advance would be greatly appreciated
 
well you can advance but i would not go into a party to go up levels you have to do it yourself
(my perspective)

also i would chose the site
it will help alot
also the tome of frost i would get later when you can get a lot of tokens per dungoneering trip
so i would go for the site
