why can't cooking a food either well or over cooking it kill ecoli?

Today I see where Nestles pulled off the shelf many different kinds of freezer roll type cookies, firstly they said it was because people were getting sick in tasting the dough before it was baked, and secondly because they didn't find ecoli but suspected it might be there, so Nestles is going to be taking a large loss. Why are we hurting companies like this, especially in poor economic times when dumb people choose to eat food before it's cooked? It's all so senseless. And this certainly isn't the first time there have been recalls like this.
 
It can, Hepetitis is a type (and many other types) of food borne illness that cannot be killed by heat. Ecoli can be killed by being cooked or even being over cooked for that matter.

But you can still get ecoli from cooked foods if you aren't sanitary. Say like putting the meat or any other food on the same cutting board as the meat. Not washing your hands when touching raw meat. Or using the same equipment for storing raw meat.

EDIT: It is safe to eat raw cookie dough made by companies because the eggs are pasterized, so therefore it has less bacteria. But you cannot get ecoli from eggs, the equipment may have been contaminated.
