why cant aircraft's and submarines occupy territory ?

even though they cant stand on the defensive, and cannot be on the offensive physically on land, they cant still inflict a lot of damage to the enemies resource supply line, and aircraft bombing can bring down an unimaginable amount of foot soldier and even armored artillery.

hence, leading to the occupation of the land.
