why can marines go to mexico??

my mom was watching mexican news and there was marine how got arested i dont know why but then the reporter said that he could get into trouble becuase marines could not go into tijuana for the past 5 years...why is that?i want to know because i am going to join the marines after i graduate and i need to go to tijuana because my family lives there so i could go visit them..
