why camcorders cannot take a good still picture?

... i have not seen a camcorder offering above 3 megapixels... where is the limitation?
 
Camcorders focus all resources on taking 10's of 1000's of pictures to capture a few minutes of motion. They do this using lower resolution than still cams. If they recorded that same motion in, say, 3 megapixel res the processing resources and storage requirements would be cost prohibitive
