why arn't Law Enforcement officers already patrolling the bad neighborhoods?

As in, there must be a way to be there before a murder happens. Because people get shot first, and then the police come like 5-10 mins later. Why arn't there many many police officers already in the baddiest neighborhoods at day and night time?

It's as if at night it's like none but that' when the crime happen.
