why are yahoo chat rooms full when they arnt?

i have been noticing that alot of yahoo chat rooms are full when the amount in the room says less then full. also i have been noticing that some people come in a room with several of the same screen name just that each of the screen names have a different number after it. and i find that in some chatrooms some pople dont bother to leave the room when they go to bed or whatever they go do they just turn off voice. why is this happening and what can be done or what is being done to fix it
