Why are there twelve notes including sharps and flats in an octave and not an E#...

.../Fb or B#/Cb? I understand the twelve musical notes in a scale are G, Ab, A, Bb, B, C, Db, D, Eb, E, F and Gb, but have always wondered why there are no corresponding flats for C and F. Is this just the nature of musical tones in musical theory? Why is there no B sharp or E sharp in an octave?
