Why are restaurant's to-go fries (i.e. Applebee's/Chili's) always chewy?

Do they save them for to-go orders or something? I NEVER get as tasty of food, especially fries when I order food to-go from Applebee's or Chili's. Someone told me they serve the best to those who dine in and to-go is how they get rid of the old. Does anyone know?
