Why are people saying that the government will control health care under the new plan?

Socialized medicine is a system in which the hospitals are owned by the government and doctors are employees of the government. This proposal, in contast, maintains the current employer-based insurance systems. Most Americans will continue to receive insurance through private insureres, from private hospitals, and from doctors in private practice. People who do not get health insurance through their employer will have the cohice of signing up with a private insurance co (as they can now), or the new public health insurance plan. The non-partisan Congressional Budget Office estimates that only about 3% of Americans will chose to be covered by the public plan.

Please correct me if i'm wrong. If this is true, then why are people saying the government will be taking over health care? I understand the part about not wanting your taxes to pay for other people's health care, and that's one thing in particular. But why do people say this is a government take-over of health care?
I respect all the arguments, but i'm just feel that some of the more extreme accusations will discount the validity of the opposition.
