Many have to hold lotteries because they have to many people applying. Could it be that performance based evaluation for teachers weeds out the bad ones?

Not true look at the new orleans area one of the worst school districts in the country. After Katrina many Charters school pop up until the public school system could rebuild and the same kids that were failing are excelling in charters schools.
