Why are new 2010 Dodge Challengers cheaper than used 2009 Challangers? Same model.?

I'm interested in purchasing a Dodge Challenger SE but everywhere I look online I find used 2009 Challengers for $23k or more. I went to a Dodge dealership last night and they had a new 2010 Challenger for $21. What's the deal? Why is the new model and new car cheaper than the older model and used car? Both are SE.
