Why are my rear wheels locking up on my 2000 Chevy Astro van?

My rear wheels keep locking up when I try and stop. It is not a hard skid, but it does lock up and squeal the tires. Also, when I start to slow down, it sounds like a garbage truck stopping. Also, while driving, the ABS light comes on.and will not turn off until I turn off the engine. There are times that the light will not come on at all. I have replaced the rear shoes, drums, hardware and cylinders. I even, temporarily, disconnected the e-brake. I have replaced the speed sensors, front and rear. I have bled the system twice, ran approx 1 gallon of fluid through it. I have been working on cars for quite a while and can usually figure things out. But this one has me stumped. I took it to a brake shop, visual inspection passed. They want to run an ABS diagnostic, but it runs 95 dollars. I do not have it right now. Any ideas? This is my only vehicle.
