Why are my dog's nipples still swollen after 2nd heat cycle?

She accidentally got tied once with a male dog while at a family members house. Its been about 2-3 weeks since she finished her heat cycle. Does this mean she could be pregnant or is it just normal for her? She's a female pitbull & remember this is her second heat cycle not her first. I am prepared to pay for anything if she is by any chance. I also have money put away for a C-section
