The two rotor engines are kind of like a V-6, that has the displacement of 1300 cc. Exhaust headers are tuned to the capacity of the discharging volume. So each time the exhaust opens it only as to carry the combustion results of 211.11... cc. So in order to get the scavenging effect desired a small exhaust pipes work best.
