Why are kids tested more than they are tought?

For example, at my school teachers have to factor in 2 test grades, and 3 quiz grades every 6 weeks. Each test takes an entire class period, and soemtimes quizes take up the entire class period aswell.

That is the minimum, some teachers will give more than 2 tests, and more than 3 quizes. The math departements usaully gives 4+ quizes.

Now, since I go to a block schedule school, I have each class everyother day. This means every 6 weeks, I will be in each class 15 times. an hour in a half each class. That is AT MOST. It does not include assemblies, snow days, holidays, breaks, etc. Spring break, and christbreak cuts the 6 weeks down to 5weeks, and 4 weeks.

On average i see each class around 13-14 times. I am being tested 2-3 times, and quized 3-5 times.

So why is it that im spending 1/3 or more, of my education being tested instead of learning?
