Why are intentional fouls not called consistently in college basketball?

In the NCAA, intentional fouls are called when a player tries to stop a player from easily getting a lay-up or something. How come these same fouls aren't called when a team is down at the end of a game and blatantly foul to get the other team to shoot free throws?
