Why are health authorities so concerned regarding the use of marijuana among teenagers?

Currently marijuana is decriminalised. What does this mean and how would laws change if it became legalised?

Why do you believe people are more supportive of tightening laws relating to alcohol and tobacco than they are in favour of laws relating to marijuana use?
