why are child safety above the law?

How do you get family lawyer to help fight for your childrens rights ?When I ask for a firm to take on my case everything is polite until you mention Dept of child safety. I would like to know why there are above the law and cant be held accountable when they get it wrong.
 
Theyre not. The CSD is state government because each state has different child laws. it is not above the law. only federal government is and the CSD isn't.
