Why am I being charged to fix a recall on my mazda RX8?

Went to get my inspection done last year and everything was ok except for my back headlht has moisture/water in it. they said they wouldn't pass me for inspection unless it was fixed (and of course they CHARGED me to fix it). Just found out that, that is a problem thats on Recall from 2 years ago. My question is why was I charged if it's a Recall on my make/model? Do they not have information on Recalls?
Can i get my money back?
I have had sooooo many problems with this car it's unreal. Where can I go to inquire about lemon laws?
 
If you took it to a mazda dealership, you should be able to get your money back. If you went to a regular garage, I think your stuck. The car manufacturers for legally obligated to repair the vehicles they make, but just your run of the mill garage is not.
