Why all my calls stating forbid when I make a call from this new phone?

I recently bought a mini iphone (quad band) using dual sim card. The phone is already unlocked, and I have inserted my current sim card that use on a triband phone to this phone. However, everytime I try to make a call, there a message stated "CALL FORBID". Would anyone knows why, and what happens there?, Please help. Thanks
