Why after I sent a tx via phone and checked whether the tx had sent it said sending...

...failed status: 28 ? Okay so yesterday afternoon I sent a text message to someone and after I didn't receive a response I checked the outbox of my phone to see if the text message had actually sent. I checked and the message has not sent. On my phone I noticed it said : "sending failed status:28" Does anyone know why this status appeared?? I am completely boggled and confused about it....PLEASE HELP !!

oh yea...all my other text messages have been sending including pics and stuff...
