Whose bright idea was it to allow cities to issue 'local ordinances'?

I disagree with a lot of thing about the government and stuff but in my opinion the ability of cities to issue local ordinances bar none is the worst idea in the history of American government... who agrees with me? I don't think even states should even be able to make their own laws, but at least with states its somewhat understandable due to their size... but whose bright idea was it to let cities dictate laws too? who thought that it was the right thing to do to let every little city no matter how small create local laws? why do we have such a ridiculous policy in the first place? why is it a good idea to have so many laws and most people having no clue about them once you step out of the house? this does not make sense to me at all... can someone please explain to me the point of "local ordinances"??? what drug do I need to do to think that it's a good idea?! why is this "good"??? I soooo don't get it...
I have nothing against cities handling things like police, fire departments, libraries on their own... zoning, all that stuff... I just really don't understand when they are allowed to dictate REAL LAWS... like when it comes to crimes and things that can potentially ruin people's lives only because they have no clue about local laws... tell me, do you read the ordinances of every city that you drive through on your way somewhere?
haha Benito... I don't think YOU grasp the concept of federalism... a city is not a political unit... it does not have a constitution which is an essential part of federalism... a city does not have representation... it has nothing that would make it a legal part of a "federation"...
