Who would you start a franchise with: Roger Clemens or Greg Maddux?

Why? Please remember that if they played today, Clemens wouldn't have lasted into his late 30s and early 40s, because he wouldn't be able to be on steroids.
 
Not even based on the roids I would take Greg Maddux. Not only 18 Gold Gloves, but was the most dominant pitcher in the mid 1990's. He went through a 4 year stretch where his combined ERA was under 2.00...and doing all of this without an overpowering Fastball. 3000 K's and Fewer than 1000 Walks...1 of 3 to do that. In my opinion Greg Maddux is the greatest pitcher that i've ever seen.
