Who was the first author to bring the navy into space?

So we all know about the Imperial Navy in Star Wars and Starfleet in Star Trek and how they use navy ranks (like admiral and captain), but who was the first person to use naval military organizations in space and when did it happen?

I'm assuming it was in a book when this first happened since I think that the use of "space navies" goes back as far as the 1930's, but if it were a movie or a TV show would be pleasantly surprised.
 
If you are going by the ranking system, it could have been Jules Verne or H. G. Wells but the rank of captain applies equally well to the merchant marine. I do know Heinlein used it in just about every space-based novel and so did Andre Norton (the Free Trader series) and others too numerous to name.
