I think the main two you'd look out for are Caligula and Nero. Of course, your selection may be different from mine.

Definitely Nero or Caligula. They both didn't really care about the people of Rome, and were more concerned for their own gain and power. Caligula had many people killed mercilessly and Nero let Rome burn while blaming Christians and burning them alive, among many other things. One of these guys is your man.
