This might sound kind of odd.
I don't know if the US had an Active Army before 1918(?)
But if they didn't (and I'm sure there's a country or two that had to form an Army at some point in history where there was not one before), how do they train them?
After the Draft in Vietnam, who trained the Drill Instructors who trained the draftees?
It's like a chicken-and-egg problem. You need Soldiers to train recruits for the War. But you need a War to form your Army. And you need an Army to have Soldiers to train recruits...
