Who thinks Waxman is whining and nitpicking?

This is a question to those watching Cap and Trade being discussed on CSpan and saw Waxman get shot down several times by the chairwoman of the House
 
I was watching. You mean that he complained about the minority leader going on and on about the amendment for an hour? I too was getting annoyed with his going page by page. If he had an issue I think he should have prioritized them rather then going page by page. I think it was to stall and obstruct.
