Who started the myth that "climate change" was a P.R. change from the "global

The scientists have always emphasized "climate change" because they realized that those ignorant of climate issues would naively assume that "global warming" was a universal descriptor for every place and time of weather phenomenon on the planet. So have the terms simply changed as journalists have favored one term or another?

Secondly: Why would assume "climate change" and "global warning" to be contradictory?
