Who should I ask to write my scholarship reference letters?

I'm applying for McGill Major Entrance Scholarship and am required to have 2 reference letters: one Academic, one Activity Related.

I got my Japanese teacher to write the Academic one, but should I provide her with other marks aside from my Japanese marks?

Also, I volunteer at a constituency office. I also take a course called Leadership where I have headed several school wide projects. Who should I ask for my Activity-related reference letter, the constituency office or my Leadership teacher?
