Who really came up with the idea for HTML?

I know Tim Berners-Lee from CERN actually got credit for inventing HTML. But I recall someone telling me a story about a science fiction novelist who came up with the IDEA of html in one of his novels. Way before Lee. Is this story based on any fact.
I can't remember who the novelist was or any other information such as the year it was written
