Who originated the big scare about dangerous mercury levels in fish? And when?

I remember in about 2001 or 2002 there being stories about methyl mercury being in high concentrations in tuna and other fish. I'm just trying to figure out if there is an ulterior motive behind the big scare, who originated it, and why. It seems that it has been largely disproven in the last couple of years and that the concentrations aren't as bad as originally thought.
