Who is the "servicer" for the financial aid offices?

I applied for a Stafford Loan and the financial aid guy said he has to check with the "servicer" to see if everything is on track. I thought he was the one that did that. So, does anyone know who these servicers are or what they do. I know it'd depend on the school but do they acutally work there? It's taking forever trying to get them to send for the load dispersment so I don't know if it's financial aid or this servicer that's lagging. How long does it usually take for the Stafford Loans to be completed?
 
this is best asked of someone in our school's financial aid office...

however, it is probable the specific responsibility of someone in the financial aid office to serve as the servicer
