Who is the GM and will he be in the royal rumble?

I really don't know why I am saying this but I kind of think Tarver is the new GM. It does not make any sense but why else would he be shown like 3 or 4 times on raw in a suit on the phone. He could of used that phone to send the e-mails. Also, I am guessing that the GM will show himself at the rumble and putting themself into the royal rumble at number 40. So what I am really asking is who is the GM, is it tarver, will the gm be in the royal rumble, and if tarver isn't the gm why is he on raw and smackdown so much?
