I think that the best league outside of Europe is the Mexican Primera Division (i'm sure some people think the Argentina or Brasil leagues are better, but the Mexican league has the best infrastructure outside of Europe), and for that reason it makes me think that the best player outside of Europe is most likely in Mexico. But in my opinion, these are the best players outside of Europe:
Guillermo Ochoa, Salvador Cabañas, Martin Palermo, Juan Roman Riquelme, Rodrigo Palacio, Marcelo Moreno, Kerlon, Adriano, Rogerio Ceni, Radamel Falcao, Juan Pablo Carrizo, Jonny Magallon, Federico Insua, and why not: I'll put Landon in there. I won't put Beckham or Blanco because let's face it, they are past their time. Beside Palermo, who still scores a lot of goals, the others are very good players and not too old.
I put these players based on their consistency, but in my own opinion, the best player outside of Europe is Salvador Cabañas because liga after liga, he's proven he's just real good.
