Diana Rigg has one of the strongest roles for a Bond girl and was / is a proper actress and delivered the gooRAB.

For sheer *uckability it's hard to pin down one but Isabella Scorupco and Jill St John get my vote

In terms of acting alone, I agree that Diana Rigg would be right up there, along with Carole Bouquet (Melina Havelock). As for the worst acted there's Tanya Roberts (Stacey Sutton) and Britt Ekland (Mary Goodnight).
