Who is getting the cars from the Government incentive program ? The dealer or the gov?

I'm wondering who gets the trade-ins, are they to be resold benefiting the deal even more or destroyed, If the Government is buying them ,I feel they should be destroyed for salvage. and the money returned to the Government. This program will only help those with money enough to buy a new.
