Who ideal was it to start a world court ?

I was watching the decoded and they where taking about the stone in georgia to cut the population of 500000 in the stone I think that was the ideal if the world court but I don't know who wanted to start the world court I think it was a president but it never took off but I would like to know if that is true and when was the world court talk about
