That is the country itself but then again if you are a neutral country and want peace, then another country invading will just say yes or no to accepting the war. This brings up Tom Clancy's book that i read. Which is based on his game that he came out with that could POSSIBLY happen as a WWIII. It's called "Tom Clancy's EndWar". Really good. It's where the Russians are actually our enemies and the American troops have to decide about what to do when the Russians invade Canada. Canada in the book is neutral. But the Americans in the book say "yes" to war. So that there is no 3rd war. Or at least trying. Go and read it. It will amaze you and answer your Q which is why i brought up the subject.
