Who do I talk to or write to get the city to work with me on resolving warrants?

I haven't done anything about them because I am stuck. I called many times and the marshall always says, "Pay or go to jail" "Pay in full". Its one warrant for registration. I complied but didn't have the 20 dollars for the dismissal fee. judge said you can come back next week and pay. I still didn't have it next week so didn't go back to court because they would have locked me up and at the time i had just gotten the job i am working now. So... I got the conviction for the registration and it went to warrant. It took me more than a year to find a job that I could keep and it is just part time minimum wage, and i support myself. If I miss work because i was in jail I will be fired. I have been working with a state agency that helps place people with disabilities in jobs for a year and a half and they haven't helped me at all. The city would rather pay to house me for the 5 days it will take to sit it out, and have me become a vagrant for loosing my job or live off city services, than work with me towards some sort of payments. I don't know what to do! I would just make arrangements with my employer for time off so i could sit it out but the lost wages will cause me to get evicted. Who do I write, what do I say, who could I call. The marshalls are the ones who answer the phones and they don't care.
I have an interview for pizza delivery tomorrow. If i could just convince the city to let me make a partial payment to lift the warrant for 30 days I would be able to make enough to pay in full. But they say i cannot make payment, it has to be all or nothing.
